HF: The study was compiled by Freeman, Fox, Wilbur Smith and Associates for the Hong Government and was published, apparently in three versions, in 1967 by the HK Government Printer. The company also compiled reports around the same time on planning and transport in Edinburgh, a land use and transportation study about East Central, Scotland and in 1968 a West Midlands, UK, Transport Study.

The essentials of a complete mass transport system were then defined and a plan of implementation was formulated.
